Item 13       Mr. James Hough moved, seconded by Mr. Scott McKay, to approve a Resolution ordering and calling a special election to be held by the Parish School Board of the Parish of Richland, State of Louisiana, to authorize the levy and collection of a special sales and use tax therein for school safety purposes, making application to the State Bond Commission and providing for other matters in connection therewith;
