It shall be the policy of the Richland Parish School Board to authorize the construction or renovation of a sufficient number of school buildings to meet the demands of present and future student enrollments and, in doing so, provide the most productive educational environment for students at the lowest expenditure of tax dollars.


Decisions pertaining to the construction of educational facilities will be made only after an attempt has been made to carefully consider the viewpoints and needs of students, teachers, parents, and other taxpayers.


Architects employed by the Board shall be expected to plan for utility, simplicity of design, sound economics, including low long-range maintenance costs and insurance rates, high educational utility, flexibility and energy conservation.


It shall be the responsibility of the Board and Superintendent to develop and implement plans for the school system which shall meet the future educational requirements of the community.  The Board shall make decisions based on long-range building plans and accreditation needs which shall be implemented over the years to meet the school systems requirements.
