 Item 7        Dr. Ineichen moved, seconded by Mrs. Lewis to consider adopting a resolution to set millage rates for the 2022 Tax Roll;

 

RESOLUTION

 

            BE IT RESOLVED, that the following millages are hereby levied on the 2022 tax roll on all property subject to taxation by the Richland Parish School Board:

            BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Richland, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2022, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

 

            The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

 Item 11    Mrs. Lewis moved, seconded by Mr. Pruitt to consider Pelican HRA 1000 Insurance Plan Resolution;

RESOLUTION

           

            BE IT RESOLVED by the Richland Parish School Board, meeting in regular session, with a quorum present and voting that:

 

            WHEREAS, the School Board is aware that the health insurance policy for their employees is managed by the Office of Group Benefits, and that the Policy Planning Board meets annually to discuss premium rates for the upcoming year;

 

             WHEREAS, the School Board is aware that providing health insurance to their employees is an earned benefit for these underpaid public employees;

 

            WHEREAS, the School Board is aware that providing GAP insurance is a further incentive to employees, because it helps alleviate the financial burden of high deductibles and can result in lower medical expenses; and

 

            WHEREAS, the School Board is aware that the Policy Planning Board of the Office of Group Benefits met on October 6, 2021, and voted to increase the premium rates for the school boards on the Pelican HRA 1000 plan by 24.4%, instead of the 5% increase that other agencies received, without providing any explanation or evidence to justify this differential and burdensome treatment.

 

            THEREFORE, BE IT RESOLVED that the School Board requests that the Policy Planning Board of the Office of Group Benefits reconsider the exorbitant and unfair premium increase imposed on the school boards participating in the Pelican HRA 1000 plan, treat these school boards the same as other agencies this coming fiscal year, and provide reasons or evidence to justify actions taken in the past or future on those public agencies with GAP coverage.

 

            This resolution having been submitted to a vote, the vote thereon was as follows:

 

YEAS:  Kevin Eppinette, Eugene Young, Billy Calvert, Marie Lewis, Dr. Georgia Ineichen, Scott McKay, Chris Pruitt, James Hough, and Sharon Jones                      

NAYS:  None               

ABSENT: None

 

            And the resolution was declared adopted on this, the 9th day of August 2022.
