Agenda        Ms. Lewis moved, seconded by Mr. Calvert, to approve the resolution opposing the

Item 8          Board of Elementary and Secondary Education FY 2013-2014 Minimum Foundation

                    Program (MFP) formula.

 

RESOLUTION OPPOSING THE BOARD OF ELEMENTARY AND SECONDARY EDUCATIONS MINIMUM FOUNDATION PROGRAM (MFP) FORMULA FOR FISCAL YEAR 2013-2014

 

WHEREAS THE MINIMUM FOUNDATION PROGRAM (MFP) FORMULA FOR FISCAL YEAR 2013-2014 has been approved by the Board of Elementary and Secondary Education on March 7, 2013;

 

WHEREAS THE MINIMUM FOUNDATION PROGRAM (MFP) FORMULA FOR FISCAL YEAR 2013-2014 will be submitted by the Board of Elementary and Secondary for approval during the 2013 Regular Legislative Session;

 

WHEREAS THE BOARD OF ELEMENTARY AND SECONDARY EDUCATION ADOPTED FY 2012-2013 BUDGET LETTER (SIMULATION) transferring $1,160,217 to pay a local share due to Delhi Charter (Legacy Type 2);

 

WHEREAS THE LOUISIANA DEPARTMENT OF EDUCATION 2013-2014 MINIMUM FOUNDATION PROGRAM ANNUAL ALLOCATION SUMMARY reduces the Total MFP Funding to Richland Parish by $410,829 primarily relative to State Share of Cost (Level 1) and State Reward for Local Funding;

 

WHEREAS the transfer of local revenues to Legacy Type 2 charter schools encompassed taxes specifically dedicated to the Richland Parish School Board by the citizens of Richland Parish including, but was not limited to a 1 cent sales tax for salaries, a new ½ cent sales tax for salaries, a ½ cent sales tax for maintenance and operations, a constitutional millage for general operations, a millage for maintenance and operation, and a millage for bonding districts;

 

WHEREAS the effects of the 2012-2013 transfer resulted in the loss of 13 classroom teacher positions for the Richland Parish School Board;

 

WHEREAS the Richland Parish School Board would not be able to comply with established classroom class size and ratio requirements per R.S. 17:6; R.S. 17:7; and LR 31:1257 (June 2005) as implemented through the Board of Elementary and Secondary Education’s Bulletin 741 – Louisiana Handbook for School Administrators;

 

WHEREAS the effects of the transfer on the Richland Parish School have not been properly studied and would negatively impact the district’s ability to provide a free and appropriate education to all students;

 

WHEREAS R.S. 17:3971 as previously implemented through the Board of Elementary and Secondary Education’s Bulletin 126 stated Type 2 charter schools approved prior to July 1, 2008 shall receive a per pupil amount from the Louisiana Department of Education each year based on the October 1 membership count of the charter school and using state funds specifically provided for this purpose;

 

WHEREAS for the past five years public schools across the state have received no increase to the Minimum Foundation Program (MFP), the funding formula that provides a per pupil allocation based on state and local revenue;

 

WHEREAS for the past nine years, the Richland Parish School Board has made recurring budgetary cuts in excess of $4.3 million;

 

WHEREAS if passed by the legislature the above transfers could recur annually creating a significant long term barrier to the Richland Parish School Board’s ability to operate as an effective and efficient local education agency;

 

NOW, THEREFORE BE IT RESOLVED that the duly elected members of the Richland Parish School Board oppose the transfer of local funding due to Delhi Charter (Legacy Type 2) identified in THE BOARD OF ELEMENTARY AND SECONDARY EDUCATION ADOPTED FY 2012-2013 BUDGET LETTER (SIMULATION) and submitted by the Board of Elementary and Secondary for approval during the 2012 Regular Legislative Session;

 

NOW, THEREFORE BE IT RESOLVED that the duly elected members of the Richland Parish School Board oppose the reduction of the 2013-2014 MFP Annual Allocation Summary’s State Share of Cost (Level 1) and State Reward for Local Funding for Richland Parishh and submitted by the Board of Elementary and Secondary for approval during the 2013 Regular Legislative Session;

 

NOW, THEREFORE BE IT RESOLVED that due to the above, the duly elected members of the Richland Parish School Board request the legislature reject the 2013-2014 Minimum Foundation Programl Resolution submitted by the Board of Elementary and Secondary Education;

 

FURTHER, BE IT FINALLY RESOLVED that this resolution be spread upon the official minutes of this Board with copies sent to members of  the 2013 Regular Legislative Session, members of the Board of Elementary and Secondary Education, State Superintendent of Education, and Governor of Louisiana.
